Honourable Assistance!

I’m coming to You with a noble mission to address a greeting message on behalf of   ULIM’s Senate and Administration, mission which I accomplish with great pleasure.

I would like to thank sincerely our colleagues from the Royal Society „Menéndez Pelayo” from Santander, Spain and from the Republic of Moldova, especially ULIM’s colleagues who initiated this event in response, so important for our Latin countries.

In spite of the fact that we are placed at the extremities of European Latinity, Spain and the Republic of Moldova contributed differently to the promotion of Contemporary Latinity. If Spain started the process of essential strengthening of the ideals of Latinity by civil, confessional and cultural actions during the XVI-XX centuries, then, the Republic of Moldova is coming with a great debt in this respect, initiating its actions in order to promote Latinity ideals only at the end of XX century, more accurately,  after the adoption of Independence Declaration in August, 1991.

Spain was and remains one of the basic pillars of Latinity. Starting with the noble missions of Cristofor Columb, Francisco Pissarro, Cortez Hernando and other conquistadors, Spain succeeded by its mission and confessional actions to transform Latinity in a standard model of civilization from the medieval epoch. The phenomenon of realizing of Latin values by Montezuma, Inca civilizations, Maya and Aztecs, which were at the same stage of development with the Spanish civilization from the XVI century, is a miracle and a mystery of humanity.

In general, the Latin world appeared, set and reborn further like the bird Phoenix, through clashes and sacrifices which were possible only due to Divinity. Latin ancestors from Apennine peninsula succeeded to keep the sacred Latin sources however they were crushed and kneeled in the V century by barbarians. Later, they were taken over with a great difficulty by French only in the VIII century, establishing the basis of Latinity in the contemporary linguistics of France and Belgium, by Iberian through Portugal in the XI century and the Spanish reconquista from the XI-XV century.

The phenomenon of appearance of Romanian civilization in the XIII-XIV centuries with Latin deepened roots isn’t less enigmatic. After the Soviet Union collapse another second Romanian state with Latin authentic roots appears– the Republic of Moldova.

In the epoch of transition from medieval to modern society, from the ramifications of the Spanish and Portuguese languages from Iberia peninsula, the Spanish and Portuguese languages become as official languages of the entire Latin-American space, but after 1974, the Portuguese language becomes the official language on African continent in Mozambique and Angola, the Republic of Cape Verde, but in Equatorial Guinea – the French and Spanish languages. Today over 800 million of people speak the Romance languages which are based on old Latin, half of them speak the Spanish language. In this context, for the first time the graphic version of the Genealogical Tree of the Latinity is forged with the technical support of the student of Engineer faculty from ULIM:  Agheşin Petru, moreover being of Slavic ethnicity.

Placing the phenomenon of Latinity in space and time, we notice that we -Latin people were protected by the Good God. Otherwise, it was improbably that the Romanian countries being surrounded by the Slavonic and Ugro-Finnic civilizations could  resist its pressure without the support from the basic trunk of Latinity. How it was possible that the Iberians after about 800 years of Islamic rule to recover, keeping the Latin roots despite all the misfortunes, affirmed and became further the most superior in Europe and the whole world. It’s sufficient to see or to listen to Alma Latina melody of the unique interpreter of contemporary music Placido Domingo and 3 minutes later to realize the significance of vigour, genius, dignity and the creativity of Latin people.

The Latin people were always strong and receptive to the realities of time. And then, when they united their forces they became more vigorous, thanks to glorious ancestor’s genes.

The Republic of Moldova – part of Romanian civilization with prominent Latin genealogies appeared quite recently – two decades ago, due to the collapse of Soviet empire. Unlike Spanish, our people who have never dominated, but were influenced by foreign nations, developed genetically its qualities of self assimilation. Thus, if the territory of the Republic of Moldova was still part of the Soviet empire, our people as ethnic group would have disappeared including our language as well.

Reasoning  from this context, as well the policy promoted by the European Union and the European Council, the Charta of United Organizations, the global economic crisis, the demographic problem on world and continental level and the climate change, we have negotiated with our scientist partners, specialists in the field of history of world economy, social relations, law, culture and linguistics from the Republic of Moldova, Romania, the USA, France, Italy, Germany and Russia on writing a collective work about “The place and role of Romanian civilization in the European and global context”,  by taking the commitment of being the scientific adviser. In this way, we hope to fill the conceptual and methodological vacuum about the east ramification of Latinity and its contribution to the history of Balkan-Carpathian, European and world community. It’s very important to convey to the public opinion, in conditions of contemporary and posterior reality, the value of Romanian civilization with genetic strong qualities of incentive and interference in Latin world and global community as a whole.

We are aware that, if the collapse of Soviet empire hadn’t produced, the Republic of Moldova wouldn’t have appeared as independent state and therefore the Latin world wouldn’t have extended and ULIM wouldn’t have existed.

In this context, ULIM’s Senate decided to mention especially “the architects” of contemporary world, and especially: Mihail Gorbaciov – the first president of Soviet Union and Helmut Kohl – the state chancellor of Germany that together with Ronald Reagan – the president of the United States of America contributed to the remodelling of contemporary world and appearance of one more Latin country on political map – the Republic of Moldova. Mr. Mihail Gorbaciov and Mr. Helmut Kohl are going to be awarded by the university community ULIM by being rewarded the highest honorific title – Doctor Honoris Causa. The former president of the USA, Ronald Reagan is going to be represented as the guest of honour at the rewarding ceremony of ULIM’s distinction by one of his sons – Michael Reagan.

Today, the Republic of Moldova fits fully in the contemporary course of Europeanization, globalization and Latinity even if it owes essentially to Latinity. There are a lot of economic agents and prestigious companies that run their business in the non-Latin states being represented by citizens of the Republic of Moldova. Free International University of Moldova much anticipates the  processes of association and participation of our country in the Europeanization, globalization and Latinity phenomenon. In this context, I would like to mention that today at ULIM are studying lots of young men and women who came from over 50 states of the world including  Africa, Middle East and CIS states.

Moreover, ULIM as a child of reforms and product of transition epoch was and remains a very active actor in promoting a Unique Europe and multidimensional interactive world community. So, Free International University of Moldova together with the colleagues from ASEM, UTM and USM contributed the most actively, requiring the Ministry of Education from the Republic of Moldova to adhere and implement the principles of Bologna Process. Without exaggeration, we can state that Bologna Process constitutes mostly the product of Latin university genius. In this regard we note that ULIM which is devoted to Latinity cause is the unique institution from the Republic of Moldova which signed Magna Charta Universitatum at Bologna, Italy  along with 660 universities from 78 countries.

Based on the considerations that the Republic of Moldova is the youngest Latin state, ULIM makes great efforts in order to promote the image of the home country. Thus, our university signed agreements of collaboration with the majority of embassies of accredited states in the Republic of Moldova and representatives of the countries with whom the Republic of Moldova has concluded agreements of collaboration. ULIM, without exaggeration, is the unique institution of higher education from Eastern Europe which has an agreement of collaboration with the Ministry of Education from China – one of the biggest states from the world. At the same time, we are at the signing stage of the collaboration agreement with the states of ASEAN group. The majority of world countries have their national rooms opened at ULIM, representing a corner of spirituality, culture and traditions of these nations. Here are almost all Latin countries.

Two years ago we founded our subsidiary in Sudan. We intend the university’s expansion in other two African states. Moreover, the university curriculum is going to be achieved in collaboration with our colleagues from university centers that we collaborate with and namely: the USA, Germany, Russia, Romania and others.

Everything we have achieved today is the supreme expression of thinking, talent, originality, and national academic creation, including incoming impulses from opponents and even enemies. If they hadn’t been we would certainly have made mistakes, which would result in the stagnation of our activity. Therefore during our existence we took into consideration the Latin  traditions, university and  academic culture.

Today ULIM with the colleagues from the most important centers from Moldova promote the unique national university model, as a component part of the European system. Thus, regarding the international rating accomplished by the Ministry of Science and Innovation from Spain, ULIM is on the top of the best 8000 institutions of higher education from the world, being ranked on the 4th place after UTM, ASEM and USM.

These  are just some of  ULIM’s activities’ landmarks in the promotion of the image of our country in the world and “participation in the circuit of spiritual, national and world values”, an included point in the developing strategy issued for 2009-2014 years, adopted at the Open Meeting of Senate. Moreover, these achievements were accomplished only during 18 years of  its existence, beginning from scratch.

Being captivated by the ideals of Europeanization and globalization, ULIM always stimulated beneficially the public opinion with actions and notorious activities. In this context, appreciating the place and the role of our institution in the region and European and world space, we are coming with the idea of launching a project of Association of Latin Universities creation according to francophone principle, the members of which would be institutions of higher education from the Latin European countries, Latin America and universities from the countries which promote the languages of Latin origin.

To sum it up, I would like to express my gratitude to the organizers of this intercultural seminar and especially to Mr. Ramón Emilio Mandado Gutiérrez, the president of Royal Society Menéndez Pelayo, Mr. Petre Roman, member of Romanian Academy, former prime-minister of Romania, professor at the University from Santander, Spain and Bucharest and intermediary between Hispanic and Romanian civilization, Mrs. Ana Guţu, prime vice-rector ULIM, deputy in the Parliament of the Republic of Moldova and Mrs. Raisa Bolado Alupi, who was born in the Republic of Moldova,  now professor in Santander.
